Indian Railways has announced its decision to designate berths (preferably lower berths) for specially-abled travellers and their attendants on select trains.

The aim is to ensure comfortable travel for such passengers. However, this facility is currently limited to mail and express trains only. The provision is an extension of a similar one that was already in place for the elderly, and women traveling alone or with small children.

Indian Railways already offers fare concessions to four categories of disabled persons, including orthopedically handicapped/paraplegic persons and mentally retarded persons who cannot travel without an escort, completely blind persons, and the totally deaf and dumb travelling alone or with an escort.
In an order issued on March 31, 2023, to its various zones, the Railway Board has said that four berths in sleeper class (two lower and two middle), two berths in 3AC (one lower and one middle), two berths in 3E class (one lower and one middle) will be reserved for people with disabilities and their attendants.
Garib Rath trains reserve two lower berths and two upper berths for persons with disabilities, but they will have to pay the full fare for this facility. In addition, AC chair car trains will reserve two seats for persons with disabilities.
